Why does this one road require tolls to travel on it? Haven't the construction costs been paid for by now? I have to pay $1.75 just to travel 3 miles from Tysons to Reston. That's ridiculous.
While I agree with you, we have it pretty good in Nothern VA. I grew up in Long Island and it is hell in tolls getting back to visit my family. That said more tolls are on the way. HOT lanes. I admit I will pay the price then sit in traffic. You?
Yes, they originally stated that the purpose of the tolls was to solely pay-off the roadway, but as usual bureaucrats lie.

Try driving 3 miles from Herndon to Ashburn if you really want something to complain about.

Most of the current toll revenue is going towards the construction of the new Metro Silver line. Those tolls aren't finished going up either.
The Dulles toll road is owned by the state. Voters at some point voted that it would be good revenue that then goes to VDOT and is supposed to finance transportation improvement projects in this area. It was not intended to repay it's own construction costs.
The Greenway is privately owned. It's actually currently owned by a company in Australia. The original developers simply bought private property in a strategic location and put a road on it. You can do it too if you like.
There is another section of the toll road that is an airport access toll also privately owned but the Greenway collects this for them. The Greenway is not as expensive as it seems since they also collect this toll and pass it on to the other company.
It's the part of the Silver Line deal. Business pays higher RE taxes and their employees pay higher tolls.
There's been a 50 cent gas tax proposed to maintain all the interstates. The local regional authority has proposed to convert all the major interstates to tolls.

DTR is NOT run by the commonwealth. The WMAA owns/runs it. I believe they took control at the start of 2010. This is why you see the airport cops patrolling the toll lanes now, and the admin building states WMAA is in control.

You're confusing the part of the toll road that I said was privately owned and that the greenway collects the toll for. Dulles toll road = VDOT. Airport access road = WMAA (if what you say is correct). Greenway = Private Australian company. Did you even read what I wrote?
One of the few toll bridges that I've ever seen to eliminate tolls when the project was paid off is the Coronado/Bay bridge linking San Diego to Coronado. Once the bridge cost was paid for, they boarded up the toll booths.
Crap, you are right. I hate that and never put anything on the web that I'm not 100% sure of. I just went through a grant request to cover transportation costs for an employee and I had to go through VDOT for the specific section of 267 from 495 until it passes the airport access road (which I did know is then owned by WMAA). I guess in order to develop the metro, that's why VDOT transferred ownership. I still can't figure why VDOT was the one who oversaw my request for funds for my employee. I should go back to WMAA with the same request.

I don't recall voting for toll roads. I don't think that would've passed. Remember, area voters soundly rejected a regional sales tax for transportation about five years ago.
It was rather sneaky by the WMATA and VA politicians on the manner how the toll road was transferred to WMATA.
Most people support toll roads though because they present it in a way that the funds will be used to improve transportation improvement projects and since everyone who used route 7 before the toll road was built, would figure that with a toll road, other people will take it and therefore reduce the traffic on their route (assuming they still take route 7).
Obviously, if it was a choice between a toll road or a public road, no-one would vote to then have it be a toll road, but I think it was presented as toll road or no road so it was supported by the public.
