Walmart (American company) chooses to sell this because it's cheap, and profit can be made on it. Unfortunately, there probably is no profit in making high-quality pool supplies in the United States, so no company is going to do that. And even if there was, the greater profit for any business to make is obviously doing things with manufacture in China—blame capitalism for that!
