in the early internet (before COX forces all users onto a LAN instead of being on internet...)
the USA AIRFORCE managed "checking for foreign attacks" and certain government connected institutions handled DOMAIN NAMES
if you had a hacker the DOMAIN NAME would find the hacker (today - only the telephone company can tell you for sure who the attacker is, maybe)
back then, there was TCP and IPX (there are a few more), ipx was the german standard that NOVELL desperately wanted as the global standard, but it failed
RIPE WAS MADE TO GET AROUND the "telephone company rules", to offer DOMAIN NAMES that weren't under control of the USA. worked only in europe.
it was the (german) domain server in europe. USA did not trust it to give "the real IP or real name", and nothing in usa used RIPE unless software was altered to use it

they would look you up reverse, come to your door, SEIZE YOUR PC
in europe hacking wasn't illegal: and if a "gov insider rich dude" used RIPE to steal ffrom you, GHMB, your fucked you can't sue your on your own
