There really isn't an existing wall. There is fending whose primary goal is to deter vehicles, not people on foot. What we have now can easily be defeated with a ladder.

The existing border is a mix of everything from serious fencing to giant walls. None of it works without heavy-duty human oversight, a factor which could be reduced with more and better tech.

If Fairfax County would pass the meals tax, that could pay to tear down the wall. And this would mostly be paid for by people living outside of the county.
