If stupidity were a crime 99% would be behind bars. I think it’s possible this manager who appears to be a good person, did the right thing by a call for service. Obviously up to the officer discretion on loitering, but it is a crime in VA and this lady was loitering. In another jurisdiction she could have legally been arrested.
