Demographic change in Fairfax county elementary schools

Can someone tell me what happened to a few schools in Fairfax county, particularly, part of Cetreville and Fairfax? I am a transplant and don't know about things back then.
Fairfax Villa elementary: From 2011 to 2012: One ethnicity jumped from 8% to 17%
Virginia Run elementary: From 2011 to 2012, One ethnicity jumped from 9% to 22%, FARM jumped from 4% to 20%. Both keep increasing and school performance keeps declining since.
I understand some areas with a higher minority and low income population will continue to draw more of that population and schools will perform more poorly, like Sterling and Herndon, but it's hard to figure out why the change was so dramatic in any previously decent neighborhood. Was it due to rezoning, or acceptance of 'undocumented'(lol) immigrant kids? Anyone knows what happened back then?
BTW all data are from www.schooldigger.com. I no longer look at GreatSchools. Totally BS. Schooldigger provides real data on FARM and student body demographics, and trends (!!! this is really nice as sometimes I care more about the trend than current numbers. Schools with a declining % of FARM are definitely worth checking out)
