Sounds good in theory. In reality there is already an existing level of spending based on existing and predicted revenue streams. Reducing revenues without increasing deficits means having the ABILITY AND POLITICAL WILL to cut spending at the same time as revenues are increased. Despite the tough talk Republicans have proven to be only marginally better than Democrats at this.
It is easy to talk about cutting frivolous spending on wasteful programs for "them". It is another thing to be cutting the very necessary program which benefits you. Which means the cuts actually made end up being only a fraction of those needed to allow desired tax cuts to be made without increasing deficits. Kansas was one of the few examples of a jurisdiction willing to slash spending in order to justify huge tax cuts. As the consequences were felt Kansans turned against the idea.
Spending cannot be properly cut with a chain saw. It has to be cut with a scalpel.

Not free money, but lower cost debt. Not the same thing. A dollar owed is still a dollar that has to be paid back, even if interest rates are low.
