Traditionally Republicans including laissez faire Reagan Republicans liked illegal immigration because it provided a large pool of cheap unskilled or semiskilled labor for businesses, which in turn kep labor costs down and profits up.

Democrats, especially ffx county, knew that depending on black votes was futile(circa 1990).
These same democrats suddenly started courting the illegal Hispanic demographic by pandering to their demands.
CASA became a lobbying power.
I used to donate food to capital area food bank in Lorton and 99% of the food collected were dispersed to churches with high illegal Hispanic populations.
