Democrat Shenanigans: How is it legal for "local" political races to be "funded" by outsiders?

How is it legal for a political race of a local nature to be funded by "outsiders" from California or even Maryland and DC?

The Allison Friedman progressive agenda is being fueled from outside Virginia. As we (native Virginians) know, these are not "our" values or agenda, and we don't want to be like California (or Maryland, or DC, or...). We ARE Virginia.

How is this allowed, and should "outsiders" have such influence on a "local" race?

Forty-eight percent of Friedman’s donations came from California, while only 5 percent of her total came from donors who live in Virginia and only 4 percent from supporters who reside in nearby D.C., according to campaign-finance records.

I think he meant in general.Dark money is used by both parties, not just Dems. A quick trip to OpenSecrets will show you that.
