Is the Springfield Mall puppy store in this picture the same puppy store in this news story that says the store was constantly being fined for cruelty to animals?

Not the same store. The store in the picture says "Puppy Palace", and the store in the video says "Doctorx". That should have been your first clue.
Second clue would have been the Peoples Drug Store on the right side of the photo. They were sold a few times and finally became CVS in 1994.

Same store.
Different names? Different owners?
Their locations are nearly identical. Right by the staircase.
How many puppy stores does a mall have?
Not many.
