DC's not a port city with big ships and won't ever be one. Didn't make sense for a tunnel back then, nor now.

The bridge was originally constructed in the 1950s. At the time it was expected that traffic would be moderate, consisting of mostly long distance travelers who would only be slightly inconvenienced by the bridge openings, and a bridge was less expensive to construct. When the bridge was rebuilt a tunnel was no longer a viable option, but the raised the level so that bridge openings would be less frequent.

The Navy Yard in Wash DC was alive and well back then with ships coming up to DC but it would have cost too much so they did a drawbridge

You don't build a bridge anywhere over waters that US Navy ships sail thru going to the sea in the USA without the US Navy's approval. And the new WW Bridge has a draw too for the same reason

No subs at the Navy yard that's where the US Navy gun factory was that built the 16 inch guns on battleships, it was there till the mid 60's. The Navy yard was the first US Navy base when the USA began and all kinds of surface warships came up there sail and power . The Destroyer USS Berry was there 30 years its mast was over 100 feet from the waterline, that why the Wilson is a drawbridge

But that was not the Navy Yards main mission, surface warfare was. It is still a US Navy requirement that Destroyer/ Frigate size ships can get to the Washington Navy Yard on the Potomac

There are submarines at the Navy Yard. Back in the 1970's and 1980's we would watch the submarine races from Gravely Point.

They considered a tunnel when they were planning the first WW bridge replacement. It cost at least 2.5 times the cost of a bridge.

Although the thread is entertaining I believe there is value in a factual answer to this question. The reason why the tunnel could not be used to move the traffic is because there already exists a tunnel almost directly below the bridge which was used to move Irish Indentured Servants - some three million in total were marched to and fro within these tunnels during the early decades of the nineteenth century. An agreement was made with African Americans not to expose the tunnel until the national debt goes beyond 100 trillion.
