It's called a Population Increase. NoVa used to be the country back in the 50's/60's, and therefore there wasn't any "Heat Island" effect. Even now-a-days, Western Fairfax Co. can have Snow, while the Annandale area receives Rain from the same system (It's closer to a Higher Population density, and lower in elevation).
You should've seen the Potomac last Winter, it was straight frozen solid for most of January even down by D.C.
