legal question about push scooters at night time in fairfax

I know this might sound like a troll asking a fake question but it's not:

I walk the dog at night yesterday and I see this couple going by: one is on a scooter I can hardly see - it has a tiny red led and NO RELFECTOR. Both are on the wrong side of the road.

Is that legal?

wrong. you just don't know how safety is sold with these vehicles. Who uses reflectors anymore ? they come with body paint!

I thought OP was going to say he was driving and almost ran someone over. That would be a reason to inquire. But he was walking his dog. I can’t see how it was any of his business.
