why do car companies make cars who's turn signals do not pass inspection in VA/MD?

Many Asian cars (some USA cars with chinese lenses too!) have NO AMBER turn signal, instead they use a RED light that blinks. However when people tap breaks, if they have a brake light out: it looks exactly like a turn indication, which is why the two are supposed to be DIFFERENT COLORS and different placement. Additionally, the placement has become "anywhere" instead of where specified, and the shape has become "any shape" instead of how specified.

(i also have to add that many asian reverse lights fail inspection because they have NO lense and reflect light directly into driver's eyes attempting to search for reverse warnings! as well, asian cars made many defective LED mirrors thtat never can "fully lighten", which means in a poorly lit garage the visibility behind the car is allot less than the 200ft specified)
