Why did they tear up this road in Herndon

Does anyone know the story behind why they tore up the road that led from the toll road (when it first opened) to Eden. See how they have a loop now? That road use to go up to Eden. This is a 1997 picture.

Your Question mark is sitting in the middle of what became 7100 (and now 666).

The loop designated by your arrow is the Entrance/Exit ramp to 666 from/to Spring St.

And though the town of Hernandez is quaint in an El Salvadoran kind of way, the road you identify as Eden is now called Calle Trece Salvatrucha.
