Vacant home ffx city question

If a home is vacant for 7 years and the owner has only come one time during that period, is that allowed? I'm sure it is as the mortgage is obviously being paid and they have a lawn service... But the house literally looks like shit and is falling apart due to lack of maintenance. Any idea if there is a "law" on second homes and how long they can go unoccupied? Yadayada I'm ready for a bunch of get a life responses but hoping for at least one person who actually knows to respond.

Most municipalities have laws about blighted properties. But if the lawn and landscaping is OK, and the house condition is OK, and the real estate taxes are being paid, there is no issue with having a vacant home on a lot.
