Pedestrians are being blamed because they are part of the problem. There have been countless times where I have been driving and a pedestrian disregards the don't walk signal on the pedestrian signal, and gives me an angry look when I almost hit them. They often times don't use the crosswalks, play on their phones as they walk through traffic and jaywalk.
