Man Dressed as baby on CCT Trail near Big Rock

The weirdest thing happened today as we were walking on the CCT trail in saratoga near big rock. There was a 50+ year old man dressed as a baby walking by him self wearing diaper like bottoms and and a pink top and nothing underneath those bottoms This was early morning around 930am. It was still pretty chilly maybe 50 degrees out.

Has anyone ever seen him? I wish we had our phones to take pics

I was unsure if i should be reporting this to authorities bc if any female were alone this would no doubt worry / scare them.

I saw one of those in the nursing home in the memory care wing where my mom was staying. A grown up woman had a room with the playthings and furniture of a 5 year old.
