They are crooks. They sold me a car that had been involved in a crash AND was also originally purchased by Enterprise Rental as a rental car. They never disclosed these material facts. I have since heard from other people who bought cars there and this seems to be a common practice of this dealership.

The owner is Mr Andy Budd. He is a crook and he has taught all of his sales staff to be crooks as well.

YOU HAVE BEEN WARNED! Stay away from Country Chevrolet.

I am NOT defending Country Chevy-

just stating a simple carfax BEFORE you put the money down would have likely caught this.

Rentals get a bad rap yes, but at least you have records of oil changes, etc. most people just put in gas and go, drive it til it blows up, then buy another one, trading it to the dealer when it barely runs to get there, and of course dealers will accept any trade right now to make a bonafide sale to you.

You are right about the wreck- but once again- carfax.

Pay the $40 and have peace of mind about the $14,000 car you just bought- don't take the dealers word for it is their JOB to get rid of the car to a sucker like you.

The dealership is still shitty for not disclosing that to you, though.

CARFAX reports can be easily manipulated and altered by dealers. They are not the be all end all. I dont know about the accident info, but I do know a retail dealership does have to disclose if a car was titled as a rental car.

But you are correct OP. Doesn't the dealership have some responsibility to disclose the facts you mentioned? Most of the public is not schooled on researching used car histories. Especially older folks.

I had the same experience with another car dealer. You need to haul their ass into court. They will make a deal before the court date I promise you. An adverse ruling on a car sale with the dealer being shown to be fraudulent is like a death sentence to the dealer.

So you are saying a car dealer in Virginia has no obligation or responsibility to disclose material facts on a used car they are attempting to sell?

If you purchased the car used, the dealership only has to disclose if the vehicle title was salvage, meaning the vehicle was totaled due to flood or collision prior to reconditioning for resale. They do not have to disclose if the vehicle was in an accident as long as it was repaired and passed a safety inspection. They also don't have to disclose if it was previously titled, or was as a rental car, etc. The vehicle is being sold as, "used."


If you bought the vehicle new, then they have to disclose that the vehicle was previously titled or used as a loaner, but they still don't have to disclose if the vehicle was in an accident.


Sorry OP, should have done your research and taken the car to your trusted mechanic for complete evaluation.

Your will lose in court.

maybe they got the car on trade from a private person (not auction) and the person selling the car did not tell them that it had been in an accident or former rental

i could have my car in an accident and repair the damage and it not show up on a carfax.

OP here. Country Chevrolet had the negative information before the deal was transacted. Something called a "Autocheck VHR" which was never mentioned or offered to me in the sale process.

So, in my mind they withheld pertinent information regarding my ability to decide whether to buy or not.

Something else I failed to mention, Country Chevrolet at one point offered to take the car back in trade on another vehicle but they had nothing I was interested in. In addition, they offered $1500 less than I had paid for it just a month earlier.

I think that indicates they knew the committed fraud and wanted this to go away as quickly as possible...... but I didn't take the bait.

Don't trust Carfax. Many accidents don't show up on Carfax reports. Have an independent inspection performed. Independent, not from the shop of the dealer that is trying to sell you the car.

I would disagree. Rental cars are abused on a regular basis. Ask me how I know.

Being involved in any accident can affect a car. Unless you know what happened and how bad, I avoid. In addition, it can adversely effect the resale/trade value.

Im not sure if a car dealer has any "legal" obligation to disclose the facts the OP mentioned BUT, morally I think they are in for a rough ride. Car dealers live or die on word of mouth between current customers and prospective future customers.

If the word gets out this place is routinely ripping people off by hiding information and selling damaged cars, they could be in a world of hurt. Once that boulder starts rolling down the hill it's hard to stop.

I am quite sure nobody mentioned any make or model, so I decided to insert my own thought about what to do if you actually were having a dispute over a used Honda, and were upset about the way the dealership lied by omission.

Many Volvo dealers sell used Hondas, so to assume this only happens at one brand's dealership or one make of used car is selling this argument short. I think the best way to look at this situation is - How many times has the dealership "washed" the title to mask the odors and stains that happen to all used Hondas?

I would never buy a vehicle from them due to the fact they had a Chevy SS marked up $5k over MSRP while all the other area dealerships were running a ~$1,500 discount off of MSRP right before the 20% off deal happened a couple weeks ago.

Some of the used car dealerships are known to use their own version of vehicle history database which will turn up a "clean" history regarding accidents and other negative results. If they are using any other type of vehicle history database search other than CarFax, I would suggest you do an about-face and walk right out of there.

Shop for the best price on the Ford Explorer that you are interested in, and bring them figures as to what you can get it for. The Chevy SS is not exactly the Explorer, but during the course of the sale the difference will not be a major issue.

This is how I shop for used cars. Best price in the Toyota dealership, is not a issue for those who need to trade out of a 2001 Daewoo Lanos, but the Chevy SS is more expensive than a Kia or Dodge Stratus. So use this strategy and the dealer usually gives in.

These days buying a former rental car is actually a plus! Most rental companies keep their vehicles just for the warranty period. They make sure the vehicle gets the scheduled maintenance and they document it. The onboard computers in modern vehicles will not allow the operator to damage the engine or driveline. The worst a car renter could do is damage the brakes or suspension. I suppose some nut could pour grape soda in the engine oil or something like that but that would be detectable during a pre-purchase inspection as would any brake or suspension damage.
Vehicles sold to private owners often get little or no maintenance especially if it ends up being a repo.

Well that's definitely wrong. Hard acceleration can be bad for the engine, transmission, and other components. Especially before the car is at temperature.

Also, yes- people like to beat on rental cars like they owe them money. To the OP, this is what happens when you buy a used car. Everyone knows this. Get a carfax and autocheck but trust neither. You can also have a mechanic and body shop check out the vehicle before purchasing it. If you can't then shop elsewhere. Expect the same result if you don't do these things.

OP here. Lots of interesting and ignorant feedback here.

First of all, the car runs fine. No problems have cropped up anywhere.

Now, I filed a complaint the VA Attorney General's Office of Consumer Affairs Division and they sent a letter to Country Chevrolet.

Now I have heard from the crooked owner Mr. Andy Budd (who previously chose to ignore me) and he wants to talk about a settlement! I guess he now realizes you can't just go running around scamming people in 2017. The bottom line is they had this information and WILLFULLY withheld it from buyers. It's not that they cant sell former rental cars and cars with accidents, but if they know about this history they must disclose.

This time they got busted, but who knows how many others got taken by these crooks.

I was just on the Country Chevrolet website and all of the used cars listed for sale have the Autocheck that you can click on and view or free. Did you not click on the listing on the web to view for yourself for free? I am looking to buy my 6th vehicle from them and they always have the vehicle history report available.

I looked at a used vehicle there several years ago and they never offered any history check thingy to me. But I did go home and do some research and found the car had a negative CarFax on file. Never went back. But my point is they never offered me anything in the way of a CarFax. I guess you're on your own in that regard?

Something doesn't add up here. In one sentence this Mr Budd states...."You never asked to see a vehicle history report".......Yet, in another sentence he states......"it was available for your inspection at the time of your
purchase".

A lot of low mileage used cars in this area were fleet cars. You're buying used as is.

Spend the extra $$ and buy used CPO and they are ex lease.

I dont know. After reading thru this thread it seems there are more than a couple people who feel like this dealer might be a shady character.

I would never buy a vehicle from them due to the fact they had a Chevy SS marked up $5k over MSRP while all the other area dealerships were running a ~$1,500 discount off of MSRP right before the 20% off deal happened a couple weeks ago.

Country Chevrolet is exactly like every other dealership in the area. Buyer beware.

My parents bought a used Impala from Country.. absolute barebones without ABS or folding rear seats.. Turns out it was a former rental as well.

I am a lawyer in Rockville MD with 25 years experience. I have been involved in many case such as this.

There is no slander here. And if the post from the owner of the dealership is real (which I highly doubt) this guy Andrew Budd has to be the dumbest box of rocks in that whole town of Warrenton. But, 99% of car dealers are high school dropouts and not too smart so this would fit.

He admits he sold the guy a previously wrecked former rental car. Where's the slander Mr Budd? You admitted to what the poster accused you of. Case closed.

Slander: n. oral defamation, in which someone tells one or more persons an untruth about another, which untruth will harm the reputation of the person defamed. Slander is a civil wrong (tort) and can be the basis for a lawsuit.

In addition, several others have recounted shady experiences with this dealership. It's called a "pattern". And any lawyer that would represent this clown has to be hard up for work and just out of law school.

I live in Warrenton, but I don't know Any Budd. He does own Country Chevrolet. I know several people that work for him. They say that he's one of the nicest guys, real down to earth, and he cares about his employees. That's not to say that this story isn't real, but think about it.... That dealership didn't get that big and do that much business by ripping people off or by misrepresenting their vehicles.

OP, if you really were made a settlement offer, I think you blew it by posting it on here. Especially if that was the real Andy Budd that responded.

Regardless, a website isn't the place to openly bitch and moan about something before you've given the place you bought it time to deal with it. Next time go to a place like 7 On Your Side.

Again, why wouldn't you do your homework first? It's buyer beware when it comes to vehicles. It's typically the second largest investment a person makes, besides owning a house.

Car had been wrecked, no CarFax offered and then when she went to trade the car and found about the accident damage. MAJOR ACCIDENT!

Say what? You know that a dealer is either the owner or managing partner, correct? When referring to a "dealer", that would mean a new car dealer that actually represents any one of the factory auto manufacturers. Not the mom and pop used car joints that seem to be popping up everywhere.

People people calm down. All car dealers rip people off, it's been a fact of life since the car was invented and the first one sold.

Now, the central issue here seems to be, does the car dealership HAVE AN OBLIGATION to disclose negative information about a car to a potential buyer? Legally.....NO. But car dealers stay in business based on their reputation and word of mouth in the community. Warrenton is a pretty small community and I'm sure news travels fast. Joe Blow tells Jack Off that Country Chevrolet sold him a wrecked POS car and then it spreads. One time, probably no big deal. But if it happens again and again, then you got trouble at mission control.

If the OP really wants to make a statement, he needs to park the car in a visible prominent place with a sign on it saying something like COUNTRY CHEVROLET SOLD ME THIS WRECKED RENT-A-CAR AND NOW I CANT GIVE IT AWAY!

People driving by it will only remember the name of the dealer. Comes time to get a new car, they wont be going there.

The point here is, if this dealer was smart they would make things right with OP just to keep him quiet if nothing else. This Mr Budd can threaten lawsuits all he wants but the OP has not slandered him because what the OP said was 100% true. Country Chevrolet sold him a wrecked rental car. Mr. Budd has actually admitted to this in his post. No slander involved.

If Country Chevrolet wants to have a reputation of cheating people, that's their choice at this point. But if I was the owner, I would try to put out the fire before it spreads.

They own the bro Jeep and truck dealer out on 29 as well. Bought a stock Tacoma from them. They bought it at auction from NY. I should have have walked, but I was stupid. Truck had a lot of rust issues and sunk some money in it over 3 years to deal with rust problems. AS I said, I didn't look the truck over as much as I should have and that was my fault, but just go over the vehicles with a fine tooth come. Finally had one too many $500+ dollar repairs and took it to Carmax.

I actually was going to purchase a used car from this dealership in 2013. We did all the history checks available and found no negative hits. BUT.......I took the car to my own trusted mechanic and he was able to determine the car had significant crash damage that had been repaired. Nothing showed on CarFax.

I took this info to the salesman (name withheld to protect the innocent) and he referred me to management. Management (I'm assuming this would be the owner) had no comment. Obviously, I didn't buy the car.

Moral to the story is, don't believe a word out of a car dealers mouth. And......CarFax and other similar services are only as good as the information entered. If the information is never entered, there is no record.

To the OP, I'm sorry you had this experience. You would think a car dealer would be more interested in their reputation than to quarrel over one transaction. But Country Chevy seems not to care. They certainly have a well documented history of scamming car buyers and not being honest. But what car dealer is honest?

I have heard stories for years about this car dealer doing shady shit.

Apparently it was owned by another guy, Buddy Lawrence, until this fellow Andy bought it. When Buddy was the owner, no complaints. But since Andy took over, it's been a constant stream of accusations of shady deals and complaints. Don't know if any of this is true, but it seems to fit a pattern. Someone needs to force their hand and launch an investigation.

But I guess in the grand scheme of things, all car dealers are crooked so why open Pandoras Box.
