Strange & Creepy Incident Thursday FFX County "Police" Help!(VERY LONG)

I am new here but my friend suggested I come here for help.
On Thursday night, I was driving home about 11 pm from a dinner party in Fairfax Station. I was traveling on Wolf Shoals Road going towards Clifton Road. At Lakewood Lane, a dark vehicle pulled out and began tailgating me kind of aggressively so I pulled over at Jumping Horse Lane, thinking I would let him/her pass. When I pulled over, the car pulled behind me and put on its brights. I was alone and kind of freaked out so I locked my doors. Then, a man got out of the car and came to my driver's side window and tapped on it with a flashlight and showed a FFX County police badge. He said "roll down the window, m'am." Thinking it was the police, I rolled down my window and he said "I need to see your driver's licence, m'am." I thought that was odd because police usually ask for driver's license AND registration. As I looked through my purse for my license, he shone the flashlight in the car,which I thought was to help me find my license. For some reason, my alarm bells started going off and I looked at the flashlight and it was a little one, not like police flashlights and he wasn't shining it on my wallet, but he was rather moving it up and down my body, particularly in the area of my lap and had this leering, almost salivating creepy look on his face. . (I was wearing a little black dress.) When he saw me looking at him and my expression, he quickly moved the flashlight beam to my wallet. I suddenly became very nervous and pretended I could not find my license. I asked him what I was being pulled over for. He said that he would tell me after he "checked my license." I asked him to see his badge again and for his name. He stated "M'am", are you going to present a problem this evening, or are you going to cooperate? I told him I was absolutely trying to cooperate but I wanted to verify that he was actually a FFX County Police Officer. He pulled out his wallet again and "flashed" his badge real quickly and I asked him if he could let me see it or if he had a card. He stated he had a card in the car and would go retrieve it, but in the meantime, I had better stop being "a smartass" and find my driver's license. He walked back to his vehicle, then he pulled out and drove away! At this point, I knew that he was not a FFX County Police officer and I locked my doors and called 911, terrified. I placed the call at 11:32 pm. At 11:55 pm, no officer had shown up and I was really freaking out thinking he had parked somewhere and was going to sneak up on my car and attack me. I know, I know, but it was dark, I was alone, no one else was on the road, and it was after 12. So, I drove to the lighted gas station the corner of Clifton Rd. and Wolf Shoals. I called 911 back and told them I had moved because I was afraid for my safety where I was at and no one had responded to my call. At 12:15, I still was waiting for an officer so I called back and asked if they were on the way so I could report the incident. By this time, the guy was long gone, which p**sed me off. Finally, at 12:34, over an HOUR since I called, two officers showed up and told me "it was ok, the man who had "pulled me over" was a retired FFX County Police Officer who lived in the neighborhood. I asked what had taken them so long to respond and they said "it was not an emergency" since they "knew the officer." I asked if they had contacted him before coming to me and they said yes. I asked why, if *I* was sitting out here in the dark after midnight alone, terrified, NOT knowing that he was a retired officer, and they let me sit here in my locked car and have a panic attack while they talked to him. (And leisurely drove to me). The officer stated "M'am, is there an emergency at this point?" I said "No, but I have a complaint that it took so long for you to come when I was terrified here,and I did not know who this man was." The officer said "M'am, we already told you, he is a retired FFX County police officer." I said "Why did he pull me over?" The officer stated "I don't have access to that information, m'am, but if you would like to file a complaint, you are welcome to." I felt very brushed off, and said "Indeed, I will be filing a complaint. May I call the Sully station tomorrow and they will give you all the information you need." I asked him "May I have your card as well please?" He said "M'am, I just told you, you can call the Sully station tomorrow and get all the information you need." I said "I need some information now, as to your name and badge number." It was dark so I could not see his name "M'am, we have other calls to attend to tonight and this is not an emergency. You need to be on your way." I could not believe his arrogance and that he would not give me his name or card. I said "So, you are refusing to give me a card?" He just walked away, got in his vehicle and drove off. The next morning, I called the Sully station to get the information on who the "retired officer" was, and the name of the responding officer, and they told me that they have NO RECORD of any incident on Wolf Shoals Road on Thursday night! Holy CoW! Really? I know I did NOT dream this and I am very upset about this. I have been trying to retrieve the 911 tapes but they all tell me I need a court order and that requires a lawyer. What the he** is going on??
Sorry so long but I wanted to describe the whole incident in detail in case there are any clues in what I said that will lead to an investigation or some help. I cannot believe the "incident" just disappeared. Also, question: Are retired officers allowed to flash a badge and represent themselves as active FFX County Police? How do I find out who this retired officer is that lives in that neighborhood? Obviously, he's done very well for himself as FFX Station is a neighborhood of million dollar homes. I guess if you have a million dollar home, you are not culpable of any crime or illegal activity (including leering)and are protected by the "blue shield" in FFX County. The man was in his 50's, dark hair, maybe a mustache, about 5'11 and a bit of a pot belly. Thanks for any help you can offer. Sincerely.

I am new here but my friend suggested I come here for help.

On Thursday night, I was driving home about 11 pm from a dinner party in Fairfax Station. I was traveling on Wolf Shoals Road going towards Clifton Road. At Lakewood Lane, a dark vehicle pulled out and began tailgating me kind of aggressively so I pulled over at Jumping Horse Lane, thinking I would let him/her pass.

When I pulled over, the car pulled behind me and put on its brights. I was alone and kind of freaked out so I locked my doors.

Then, a man got out of the car and came to my driver's side window and tapped on it with a flashlight and showed a FFX County police badge. He said "roll down the window, m'am." Thinking it was the police, I rolled down my window and he said "I need to see your driver's licence, m'am."

I thought that was odd because police usually ask for driver's license AND registration. As I looked through my purse for my license, he shone the flashlight in the car,which I thought was to help me find my license. For some reason, my alarm bells started going off and I looked at the flashlight and it was a little one, not like police flashlights and he wasn't shining it on my wallet, but he was rather moving it up and down my body, particularly in the area of my lap and had this leering, almost salivating creepy look on his face. . (I was wearing a little black dress.)

When he saw me looking at him and my expression, he quickly moved the flashlight beam to my wallet. I suddenly became very nervous and pretended I could not find my license. I asked him what I was being pulled over for. He said that he would tell me after he "checked my license."

I asked him to see his badge again and for his name. He stated "M'am", are you going to present a problem this evening, or are you going to cooperate? I told him I was absolutely trying to cooperate but I wanted to verify that he was actually a FFX County Police Officer. He pulled out his wallet again and "flashed" his badge real quickly and I asked him if he could let me see it or if he had a card. He stated he had a card in the car and would go retrieve it, but in the meantime, I had better stop being "a smartass" and find my driver's license.

He walked back to his vehicle, then he pulled out and drove away! At this point, I knew that he was not a FFX County Police officer and I locked my doors and called 911, terrified. I placed the call at 11:32 pm.

At 11:55 pm, no officer had shown up and I was really freaking out thinking he had parked somewhere and was going to sneak up on my car and attack me. I know, I know, but it was dark, I was alone, no one else was on the road, and it was after 12. So, I drove to the lighted gas station the corner of Clifton Rd. and Wolf Shoals. I called 911 back and told them I had moved because I was afraid for my safety where I was at and no one had responded to my call.

At 12:15, I still was waiting for an officer so I called back and asked if they were on the way so I could report the incident. By this time, the guy was long gone, which p**sed me off. Finally, at 12:34, over an HOUR since I called, two officers showed up and told me "it was ok, the man who had "pulled me over" was a retired FFX County Police Officer who lived in the neighborhood.

I asked what had taken them so long to respond and they said "it was not an emergency" since they "knew the officer." I asked if they had contacted him before coming to me and they said yes. I asked why, if *I* was sitting out here in the dark after midnight alone, terrified, NOT knowing that he was a retired officer, and they let me sit here in my locked car and have a panic attack while they talked to him. (And leisurely drove to me). The officer stated "M'am, is there an emergency at this point?"

I said "No, but I have a complaint that it took so long for you to come when I was terrified here,and I did not know who this man was." The officer said "M'am, we already told you, he is a retired FFX County police officer." I said "Why did he pull me over?" The officer stated "I don't have access to that information, m'am, but if you would like to file a complaint, you are welcome to."

I felt very brushed off, and said "Indeed, I will be filing a complaint. May I call the Sully station tomorrow and they will give you all the information you need." I asked him "May I have your card as well please?" He said "M'am, I just told you, you can call the Sully station tomorrow and get all the information you need." I said "I need some information now, as to your name and badge number." It was dark so I could not see his name "M'am, we have other calls to attend to tonight and this is not an emergency. You need to be on your way." I could not believe his arrogance and that he would not give me his name or card. I said "So, you are refusing to give me a card?"

He just walked away, got in his vehicle and drove off. The next morning, I called the Sully station to get the information on who the "retired officer" was, and the name of the responding officer, and they told me that they have NO RECORD of any incident on Wolf Shoals Road on Thursday night! Holy CoW! Really? I know I did NOT dream this and I am very upset about this. I have been trying to retrieve the 911 tapes but they all tell me I need a court order and that requires a lawyer. What the he** is going on??

Sorry so long but I wanted to describe the whole incident in detail in case there are any clues in what I said that will lead to an investigation or some help. I cannot believe the "incident" just disappeared.

Also, question: Are retired officers allowed to flash a badge and represent themselves as active FFX County Police? How do I find out who this retired officer is that lives in that neighborhood? Obviously, he's done very well for himself as FFX Station is a neighborhood of million dollar homes. Sorry to hear about your incident. I’m afraid you came to the wrong place for help. This site is mostly trolled by losers with nothing better to do than insult people. Most of the stuff here isn’t even funny. Maybe the person who responded with the 911 info is correct but going to a police station and speaking to an officer in person might be your best course of action. For the most part Fairfax county police officers are ok but they will look out for other officers former or not even when they shouldn’t. Next time don’t pull over, especially if the car doesn’t have the proper lights and siren. If you feel someone is following you drive to the nearest police station. Take Care and be safe out there.

If this was a retired officer, how is he still authorized to do traffic stops?

Either this guy is an impostor, or he could have past LE ties and the officers that you spoke with know him, and are giving him a free pass to re-live his glory days as a police officer.

Jumping Horse Lane does not intersect with Wolf Run Shoals Road. How did you get to Jumping Horse Lane? Does not make any sense if you were traveling south because Jumping Horse Lane is NORTH of Lakewood Lane.

I did not state I was traveling south. I was coming down Wolf Shoals as I said, in the direction of Clifton Road. (Where there is a gas station. Lakewood Lane was on my left and a little further up was Jumping Horse on the right. That is where I pulled over. It was dark and I am not familiar with that particular area but I believe I did give correct info.

File a formal complaint about the cops who came to "help" you. They are required to give their name and code number if requested. Plus, your call to the police is recorded so all the info, including the names of the officers, will be able to find.

A retired cop has no power or jurisdiction to pull anyone over. If FCPD won't do anything, which they probably won't, contact the state police and file the report.

4-There are plenty ways to file complaints, even a link on the county webpage but the OP does not do this??

5-All calls to the dispatch center for police and fire are recorded. Police officers or anybody working for the police department do not have access to erase calls. The dispatch center is not part of the police department.

6-Street cops don't give two shits about some old retired cop. They would not cover for some retiree still playing cop.

7-OP states "they told her she needed a court order". Who is "they"?? All the street cops know how easy it is to FOIA calls, radio traffic, emails, etc. As does just about everybody else working for the PD.
