I'd say based on our state legislature we are no where near it either.

If a majority of the states legalize why would a handful spend the resources necessary to prosecute pot heads? The cost of prosecution and imprisonment won't be worth the loss of tax revenue generated by weed sales. Throw on top of that that big tobacco will be the owners of the bulk of the industry and will lobby the hold out states to fall in line, $$$ will change hands and legislation will be passed. The states listed above may be the last to legalize but legalize they will. Prohibition will end in our life times.

We will definitely be one of the last. We're not even close to getting medicinal marijuana legalized in VA.
