Because in order for budgets to increase incrementally year over year, each department must spend to their budget. If you work at VDOT and it's been a mild winter with little precipitation, this means treating roads and thus spending money, even when it's unnecessary.

Back in the 80's, I managed computer networks for the DOD. Many years we would not spend to our budget. My supervisor would then place large orders on the last day of the fiscal year for hardware and software...and then return the shipments once they arrived. The expenditure would fall on LY while the credit would fall on the new year. This would mean we would start some years with a large credit but, we also knew we had another 12 months to spend it. Obviously, today's failsafes prevent this sort of activity now in that field. But in transportation unless someone is tracking precipitation laid over payroll, fuel usage, vehicle maintenance and road treatment chemicals, it's easier to get away with this.

You know better than providing intelligent answers on here. You must dumb it down to another level. Thanks, though.

If you don't spend your budget for the year, then next year your budget will be less?

That's how it works, in government and sometimes the private sector.

That's how it works, in government and sometimes
the private sector (but only when government funded).

If that’s true, wouldn’t they do their expense splurging at the end of the year and not the beginning?

Maybe VDOT uses the same weather service that FCPS uses to close schools on cloudy days.

Hell, they were pre-treating the roads in my area on Thursday around lunchtime, the pre-treat was not even dry when I was out and about.

To give VDOT the benefit of the doubt, there was a icy mix on the radar that moved into the area this morning but stayed just on the MD side of the river, missed FFX.

OP i was wondering the same thing...hampton rd was sprayed thursday...and saw a truck driving on fairfax county spraying the same afternoon....

only thing i could think of outside budget justification for next year, is maybe they wanted to see if it cut down on freeze thaw problems since the nights are below freezing and days are above for these last few

they were calling for a storm Sunday, but typical NOVA weather, that chance is gone. Your going to Bitch either way, I would prefer to not do any Pre Treatment, No Plowing and let Nature take its course and weed out the Idiots. (I Have food Canned Goods as well as Frozen, Firewood, Extra Gas, Cash, Generator and fill up my vehicles at 1/2 tank snow or not in forecast) and a Gun I won't count that I have a 4x4 and either way I can get out even if stores cannot open.
