Because in order for budgets to increase incrementally year over year, each department must spend to their budget. If you work at VDOT and it's been a mild winter with little precipitation, this means treating roads and thus spending money, even when it's unnecessary.
Back in the 80's, I managed computer networks for the DOD. Many years we would not spend to our budget. My supervisor would then place large orders on the last day of the fiscal year for hardware and software...and then return the shipments once they arrived. The expenditure would fall on LY while the credit would fall on the new year. This would mean we would start some years with a large credit but, we also knew we had another 12 months to spend it. Obviously, today's failsafes prevent this sort of activity now in that field. But in transportation unless someone is tracking precipitation laid over payroll, fuel usage, vehicle maintenance and road treatment chemicals, it's easier to get away with this.
