I-66 tolls

You would think this would be easy to find on VDOT or news websites, but no.

What will be the start dates for tolls inside and outside the beltway?
Will they start right away for anything less than HOV-3?
What times will they be in effect, in each direction?

HOV 2 will still be in affect until 2020, then everyone who doesn't have 3 will have to pay a toll, including those beta pussies in their Hybrid Prius'. Justice at last.

I think the tolls are supposed to start by the end of 2017 inside the beltway and then they'll start on the HOV lanes outside the beltway. Even more justice at last.

And don't think for a second that it's going to "help ease congestion". That's bullshit. This was simply a blank check from governor terry mcawful to industry while everyone else sits longer in traffic...in other words...a new tax from the dems.

Take a look at 95 south in the afternoons. Vehicles pay $15 and still sit in even worse traffic than pre-tolls.

at no time will this solve congestion on any Interstate in NOVA. All this bullshit is about some ones legacy in the VA politics. That bullshit theory that was sold to sheep of NOVA doesn't work today. Traffic is still backed up on 495 north every morning and the same in the afternoon. Traffic is still backed up trying to exit at RT#7 in the AM and backed up in the PM when exiting from RT# 7. no change... Those are Lexus lanes for sure. The poor people that have to drive the regualr lanes and can't afford to use the Lexus Lanes is crazy number. 5 years ago Arlington County was right in taking a lawsuit against the state and that the reason the northern end of the current HOV lanes is still HOV 3. Soon to change after the construction is complete. This just shows how politicians are out of touch with their voters.

The unrealistic expectation that this will ease congestion is like the wishful thinking during the planning phase that the Silver line would not affect the already-clogged merge of Blue and Orange lines onto a single track through the city.

Right now we have a mix of hybrids, carpoolers, motorcycles, and HOV violators on I-66 East in the morning rush hour, and it clogs right now, Eastbound chiefly where the toll road + I-495 merges onto I-66, and the bottleneck at the Roosevelt Bridge, particularly anytime the E St. expressway is backed up. It is not clear how adding toll drivers to the equation will improve traffic, no matter how they manipulate the rates. If anything it will make the job of weeding out violators even more difficult. It will be tougher for police to scan a single-driver car to determine if the HOV lever is set to toll than just having it be an instant bust if the car is not a hybrid. VDOT wants tolls that will fluctuate in order to keep traffic moving at a brisk pace, but that pace does not exist to begin with.

VDOT makes great consultative theater with hearings for feedback, but don't waste your breath, They contacts are sealed, minds made up, and work will proceed.

It’s the fees. Any reasoning must start with the money. The traffic will ease for those drivers willing to pay $25 to get from the beltway to the Potomac.
The fact that the traffic for the rest of us will probably be 25% worse than it is right now, is of no consequence.
