The point is that coal is hurting because the oil and natural gas are being produced at high levels. Trump claims that the federal government is inhibiting production ("Energy is under siege") at a time when production is booming. That is nonsensical.

Actually it's a combination of both.

Oil doesn't relate to coal at all. We use only trivial amounts of oil for electricity generation and most of that is waste fractions and cogen.

Nat gas obviously does and the glut and corresponding pricing has caused conversion and is a primary driver. Doesn't replace all though and coal still provides about 1/3 of all generated power.

Coal companies and coal-fired generation plants very clearly have been under 'siege.' Very intentionally so and, in fact, the administration and environmental groups which they coordinate with are quite proud of that in other contexts speaking from that side vs the energy security/employment/economic impact on coal-producing states.
