It is not clear why this guy has the "right" to be released. But, it is a national trend: terrorists, criminals, and deviants get all sorts of rights. In Fairfax, it is easy to imagine this guy rolling up to the animal shelter and literally cleaning them out and then firing up his home torture chamber.

And you know what, Fairfax schools will set up special facilities for these guys.
