Three Arrested for Distribution of Methamphetamine

In late July, the Organized Crime and Narcotics (OCN) Division received information about a possible distributor of methamphetamine and immediately began an investigative inquiry. Methamphetamine is listed as a Schedule II controlled substance by the United States Drug Enforcement Administration. Based on information obtained during the investigation, a suspect was identified who was allegedly distributing methamphetamine through a website used to arrange for casual sexual encounters between men.

An undercover detective created a profile on this website and within a few days, the suspect made contact through the website. After the initial exchange, the suspect communicated via text messaging. During the course of communication, the suspect advised that he could provide methamphetamine for sexual encounters. Undercover detectives agreed to meet the suspect for a group sexual encounter in exchange for methamphetamine. The suspect arranged to bring methamphetamine along with other men to the engagement.

On Thursday, August 4, the Street Crimes Unit (part of the Organized Crime and Narcotics Division) met the suspect at the Crowne Plaza Hotel located at 1960 Chain Bridge Road in Tysons Corner. The initial suspect was identified as Richard “Scott” Silverthorne, 50, of Fairfax. Silverthorne provided methamphetamine to the undercover detectives and was subsequently arrested and charged with felony distribution of methamphetamine and misdemeanor possession of drug paraphernalia. Silverthorne holds the office of Mayor of the City of Fairfax, Virginia, and is also employed as a substitute teacher for the Fairfax County Public Schools.

After the arrest of Silverthorne, detectives located his alleged suppliers and arrested Juan Jose Fernandez, 34, and Caustin Lee McLaughlin, 21, both of Maryland. Fernandez was charged with felony distribution of methamphetamine, felony possession with the intent to distribute methamphetamine, and misdemeanor possession of drug paraphernalia. McLaughlin was charged with felony distribution of methamphetamine, felony obstruction of justice, and misdemeanor possession of drug paraphernalia. During McLaughlin’s arrest, he physically resisted which resulted in a detective deploying his Electronic Control Weapon (ECW). There were no injuries. All arrestees were transported to the Fairfax County Adult Detention Center for processing.

That said, the police claimed in this morning's press conference that he confessed to all of it. While it is possible that the police lied, if they did so, in a press conference, that's a pretty huge mistake and could open them up to liability. So I tend to believe them.

I thought Silverthorne was twice married and had kids. When did he come out as gay?????

I graduated from HS with Scott and never in a million years would I have predicted his life to be in shambles like this.

However I will say he was a bit of a prick in HS and not much seems to have changed.

So I went to college with him. He married his college girlfriend. Two wives. Zero kids.

What high school and what college did this guy go to?

FHS 1984

We went to Fairfax High School and graduated in 1984. Scott was one of the more popular students, he never played sports but was very involved academically and well liked by the ladies. He went to Radford and graduated I think in 1988.

I have to confess although I traveled in the same circle of friends he and I never really interacted much. My read on him was he was a little full of himself and always tried to put on a pretentious front which just not cool. Some things you just don't forget and I still remember Scott coming to school regularly driving a relatively new shiny black convertible Cadillac, I believe it was a Fleetwood. Remember there were kids who could not even afford lunch and Fairfax was still considered a distant suburb of D,C. in those days.

I barely graduated from HS, no kidding, I was just an awful student If someone would have told me 35 years ago I would have a degree in contract law from George Mason U., be a millionaire, have a 27 year career in contract law etc. and Scott Silverthorne would be unemployed, homeless, filing for bankruptcy, be openly gay after twice married to women, be nationally disgraced after a sting involving a drug swap for group relations with strange men...............

Well I probably would not have bet my paycheck on that. I truly hope Scott gets the help he needs and steps down from his Mayoral duties and takes time to heal. He seems lie a lost soul.
