Why so many Title 1 Schools in FFX these days

Why do we have so many Title 1 schools in FFX county? One of the biggest reasons is the illegals do not pay their fair share of taxes.
Like Gooks operating Hair salons out of there houses and other contractors doing side jobs without taxes being recorded.

It's lost money and cause all of us higher taxes and FREE lunches for these illegals.
