It is shity. But to be fair, the county pushes them to generate revenue though this kind of enforcement. And it was the condo association that was pushing them to do some enforcement in this case in particular. Wasn't just some cops or even the department out doing this on their own.

The auto shop operators all rent from owners of individual units in the industrial park, and their owners claimed to be powerless to revoke or change the police letter because they weren’t on the condo board of directors. J.R. Motz, the park’s property manager for Commercial Condominium Management, declined to answer questions about the letter or the condo board.
