D.C. Police Shoot and Kill Un-Armed Dog

Reports are coming in that a D.C Police officer has shot and killed a dog that attempting to lunge at the him. The officer felt threatened, then shot and killed the dog - The dog was un-armed.
The D.C. Police are treating this as a officer shooting incident, and a full investigation is in progress.

The family of the dog released a statement:
The cop had no reason to shoot our Brute. Brute had a tough childhood because his father was not part of his life. In his youth, he chased squirrels and cats, then he fell in with a bad crowd. Recently though, he had started to turn his life around and he was accepted to Dog Obedience School to begin in a few weeks. He was so looking forward to going to school. Now Brute can’t go because a trigger-cop murdered him for no reason whatsoever.
Brute’s smile could light up a room as you can see from photo released with this.

So if cops can carry in DC and shoot anything that threatens them, why can't I? I don't see anything in The Constitution that says "oh, and government employees get more rights than regular folk". I'm being treated like a second class citizen. Open carry is my right.
