Why are teacher given test/quizes

I have 5 test next week. Accoring to FCPS they said:
After missing seven school days, principals have also been asked to be flexible and fair with students when they return to school Monday without overwhelming students with end of quarter exams or final assignments.
With this being said I know that teacher are not following FCPS. They overwhelming. This is what the County said not school. I do not know if they even read that part.
