Depends on Metro. Metro is currently waffling on whether they'll be open and, if so, will it include the above ground stations. If not, the government will probably be closed. If Metro is open, it'll be unscheduled leave/telework but open. Most likely the same thing for Tuesday as well. Count on Wednesday being the first fully open day.

Metrorail which so many federal workers rely upon is running only limited underground service from Ballston Monday every 20-25 minutes starting at 7am -

Metro, which records more than 730,000 rail trips on an average weekday, said it would resume service on a fraction of its operations -- partial service on three underground rail lines and 22 bus routes -- after being shut down for the weekend by the storm.

Virtually all school systems and colleges in the region said they would be closed on Monday. The federal government and state and county governments also said they would be closed on Monday.

Metrorail open Tuesday running at 12 minute intervals, except Silver Line.

Loudoun County on their webpage still advising people to stay off the roads.

A good guess (by no means official) is federal government will be open, but with option of unscheduled leave or teleworking.
