I don't know about you, but I've lived near IAD my entire life, so I'm used to seeing Planes from all angles, in all kinds of weather, and during all times of the day/night. Despite the aforementioned, I myself have even been taken aback a few times by Aircraft engaging and disengaging their Landing Lights, flashing their strobes through clouds, and/or holding in a pattern strung out like Christmas Tree Lights. Airplanes can really fool you quite often, even if you're 100% used to them (To the point where it sounded extremely eery on 9/12/01 when there were none in the air anymore). Lol I even managed to have one fly in so low over my place, that it sounded like something came crashing down my roof (It was an Emergency landing, and the air-pressure created a lot of thumping).
Anyways, the first and most likely explanation is that you spotted an Airplane heading away from you. The general rule of any aerial object, is that if you detect no motion from it, it is most likely headed towards you, or away from you. This obviously becomes a moot point with Helos and Blimps, but it always reigns true for Airplanes, Tornadoes, etc.
Second, it could be an experimental craft, or at least one which is not well known, of which quite a few have in fact been witnessed within the area over the past 20 or so years.
Third, if it was something "Other-Worldly", it would not be the first time such a thing was sighted in the Washington, D.C. Metro Area. Washington, D.C. had a HUGE sighting flap, both visually and on radar, back in 1952. Even as recent as 2002, there was a scramble out of Andrews wherein a Combat-Air-Patrol chased and attempted to engage a light over MD.
It's really hard to say what it was in regards to the explanation, but the above is pretty much the compete list of possibilities.
