A while ago I remember being able to go offroading in the forest/wooded area near Dulles. I don't know if it's still within access. The police did monitor it though, but it didn't really bother anybody. I tried typing in "northern virginia offroading" into google and it came up with some stuff, so give it a shot.

Not exactly close by, but on the other side of Winchester there is a campground called the Cove that has a few trails. Half of them are acceptable for something like a stock wrangler with skid plates. The rest are for ATV/Motocross and rock crawlers. Not exactly sure of the mileage on them, but you can get lost for a few hours back there on them.

The Cove is available only during scheduled 4x4 events, (~4 times a year) unless you mean an ATV or motorcycle. ATV's/motorcycles can go anytime.

There used to be a lake north west of Dulles with some powerlines around and you could go mudding up there. Not sure if that is still accessable. I was there about 10 years ago.

Join or ask a 4x4 club in the area. They probably have all the areas already mapped.

check out novajeepers.com.

But, I'm pretty sure the closest (legal) spot to offroad is George Washington National Forest. Unless, of course, you know someone with private land that they'll let you use. If you DO have such a friend, please let me know, I'd like to join you!

There's tons of places, both legal and illegal, west of Fairfax toward Middleburg. For one place, I believe it's called Roverland Adventures, they'll even provide a Rover (likely an old Disco) to wheel in. Never done it, but have heard it's a blast for corporate outings or if you have a large group.
