The shooting wasn't in the food court which is in the basement. The stabbing occurred outside Union Station on the eastern side. The assailant was chased inside Union Station by a Securities and Exchange Commission security guard who shot him near the McDonalds.

Armed security guards in DC are called Special Police and they generally have more authority than armed security guards in Virginia.

The woman and man were arguing in the Kaiser Permanente medical facility before the man stabbed her. Guess she wasn't expecting the Spanish Inquisition.
