Should we "Out" the people who take advantage of our Civil Rights Every Day? Some of us know who exactly they are... Detail what they do? I wonder how that would affect them...

You absolutely should do this. These sort of people only thrive while they're able to hide in the shadows. If you expose them, they won't be able to continue their abuses any more.
The sunlight of public exposure is the best kind of disinfectant.

I have no issue "Outing" shady businesses and the people who run them. Lots of scammers in the area, and the police in general won't/can't crack down on it.
