California Wildfires - Fairfax County Insurance Rates

Just saw a story on the California wildfires, and how they got started by lightning strikes, and how the low humidity plus the winds is making the situation uncontrollable.

That is bad - BUT

The news crew at the fire, interviewed this guy who lost his home to the fire, and he stated this was the third time this has happened to him.

Why would someone continue to build home after home in an area prone to these wildfires, and which insurance carrier insures these fools?

The fires a some 3500 miles away from us in Fairfax County. Do the insurance companies spread the cost of the fires to all of their customers?
