All they have to say is they are all "family" and then the county can't do anything.

If the County is not aware of a problem, then they will not address the problem.

The County becomes aware of a problem in two ways:

1. Their own employees, investigators, contractors, etc., noticing and reporting things;

2. Neighbors and fellow citizens reporting things.

The Democrats have no problems with any of this stuff. Diversity is great. Park as many cars as you want in the grass.

Unless it's their neighbor: then the Democrat is pissed as Hell, and will probably say that the problem is because of "George Bush."

b) the occupants may know how to deflect attention away from their situation (lie) but repeated complaints with tips on when to show up, etc. can eventually prove effective

Home owners associations CAN do this.
Prince William county, or at least the city of Manassas, does have a limit as to how many people can live in a home, scaled to number of bedrooms.

Fire codes - Check the dwelling rating. It's the same for restaurants. There are limits to what a dwelling can hold.

Don't call code compliance. They are useless.

We called once on neighbors. We were told since they all claimed to be "cousins," the county can't do anything, nor can they ask for evidence of relationships.

We called because more than a dozen people, one of them very pregnant, were locked out all day every day, when it was 101 in the shade. There were extrajudicial "evictions," with people violently thrown out and their stuff thrown in the street. At one time, the house went six months with no kitchen, water and heat routinely turned off. There were kids in there too.

It wasn't the worst. A neighbor at the time told me a house one street over was housing tenants in an unheated outdoor shed, without electricity or water.

There is nothing racist about believing Fairfax County can and should do more to prevent these types of exploitative rental conditions.

This is all part of doing the work for them. It is easy for the residents to say "they are all family" or "these people are just guests for a couple of days" when all the county has to go on is what they see, or are allowed to see, when they show up. Provide them with detailed logs and photos and it can be a different story. In our neighborhood though the thing that seemed to work best was showing that businesses were being run out of the residences.

The zoning ordinance (Article 2, Part 5) limits how many people can live in a single residence. In general:
• No more than one family, plus two renters, may live in one house.
• Or, no more than four unrelated people may live in one house.

However, the rules define that more than one person can live in a residence:

1. One family, which may consist of one person or two or more persons related by blood or marriage with any number of natural children, foster children, step children or adopted children and with not to exceed two roomers or boarders.

2. Two single parents or guardians with not more than a total of six of their dependent children, including natural children, foster children, step children or adopted children, functioning as a single housekeeping unit.

3. A group of not more than four persons not necessarily related by blood or marriage functioning as a single housekeeping unit.

4. A group residential facility.

5. Any group housekeeping unit which may consist of not more than 10 persons as may be approved by the Board of Zoning Appeals.

6. One person or two persons one of whom shall be elderly and/or disabled, and one or both of whom own the dwelling unit, plus one family, which may consist of one person or two or more persons related by blood or marriage, and with any number of natural children, foster children, step children or adopted children.

7. A bed and breakfast, as may be approved by the Board of Supervisors.

As per the last thread, Fairfax County has had a zoning ordinance for years. You pick a "unit" (a family of related persons, or just a single dude), and then at most, two more people (related or not) who are unrelated to the "unit" may also reside in the residence. No more, unless you meet one of the specified exceptions, or get a variance from the County.

Therefore, any house, townhouse or condo that has 4 unrelated adults sharing are automatically violating the ordinance. There's plenty of that going on, but as long as the 4 (usually college) roommates are cool with their neighbors, then it's usually never reported.

But if 4 young adults (or college students) live together and are raising hell, then by all means call the county. They'll take inventory of the situation. Then they'll order one of them out.

(Source: me, a Fairfax County attorney since 1995 who has had cases in civil court and criminal court on these exact situations).
