As executor you have certain legal and fiduciary responsibilities for handling the will and the estate of the deceased. This includes knowing that when you do not clearly know the legal answer to something, that you MUST bring in a competent lawyer for legal advice.
A court representative has to recognize the will as valid and recognize you as the valid executor. You cannot just unilaterally rearrange or reallocate the bequests in a will. You must formally notify all parties if they are mentioned in a will. If someone wants to forgo receipt of their bequest in a will it has to be formally disclaimed and that has to be legally documented and recorded.
