The DARE program was shown to be a joke. It was promoted by the Drug Free America Foundation (dfaf) which is operated under the same tax id, and by the same people that operated a nationwide rehab system for teens called 'straight inc' (one was in springfield, Google it) which was shut down for many state violations, including some extremely brutal child abuse (rape, deprivation of sleep,food, and water, assaults, even a couple attempted murders. Nothing was ever reported to authorities because that would lead to an investigation) Nobody was prosecuted because the heads of the place were the top fundraisers for the national republican party. The ffx county da, robert horan, didn't prosecute because, quote " we just wanted them to go away".
