Just another reason why the government should be severely restricted in their power do do *anything*. They could f*ck up an anvil.
A headless, faceless bureaucracy is not the sort of 'institution' that should be handing out punishments. Thus we end up with kids getting the same school-related punishment for aspirin as they do for meth.
