Bids for the final major contract of the Silver Line construction contract are in, marking the end of a multi-year process aimed at reducing the costs of the massive infrastructure project.

Last week, the Metropolitan Washington Airports Authority announced its intent to award the $253 million contract to Chantilly-based construction firm Hensel Phelps. The bid was lower than the projected cost for that segment of the project, according to MWAA officials.

The contract includes the construction of the new rail yard and maintenance facility for the Silver Line, which will be located on Washington Dulles International Airport property.

Trains for the first segment of the Silver Line, which is slated to begin service July 26, will use the newly expanded Orange Line rail yard in Falls Church.

Phase 1 of the Silver Line includes four stops in Tysons Corner and the Wiehle-Reston East Station in Reston. The second phase, expected to be complete by 2018, includes six additional stations — in Reston, Herndon, Dulles Airport and Loudoun County.

Last year, MWAA awarded the $1.2 billion contract for the rail and stations to Capital Rail Constructors, a team led by Clark Construction and Kiewit Infrastructure South.

Hensel Phelps’ bid was the lowest of the four bids that MWAA received. All bidders first had to demonstrate that they met the necessary requirements to bid on the contract.

Airports authority officials said they anticipate final award of the rail yard contract later this month and it will take about five years to complete the project.
