Practically on the highway? Probably so.

In a 35 where they're sitting at the bottom of a hill with radar for revenue enhancement, school zone, or other high enforcement area? No.

In general you can go up to 20% over the speed limit.

So if its a 25, you can go 30 mph, a 55, 11 mph over.

If you "are not" caught, yes. If you "are" caught, will you be ticketed, yes.

To many other variables to state there's a hard and fast rule on this. Generally on the highway you can do 5 - 9 over without too much issue as long as you're not weaving between lanes. On secondary streets keep it to no more than 5 over and on residential streets stick with the limit or just a few over, that's where you'll see cops most diligent because residents complain about cars blowing through their neighborhoods, the po-po show up for a week or so to issue as many tickets as they can, then show the data to residents to validate their salaries and benefits for life.

The answer is...

Drive at a speed where you pass as many cars pass you. You are then driving the median speed for the road and conditions. 56 years of driving this way and not one ticket of any kind...speeding or otherwise, nor one accident.

The OP's question is likely not "can I get away with this, practically", but actually a question about the traffic laws. I was shocked a couple years ago by a middle-aged middle-class asian woman here who was being terribly upset at having received a speeding ticket. She had been told by friends that it was legal to do up to 10 MPH over the posted limit. It took some talking to her to convince her that she misunderstood. She really believed that's how the speed limits worked.
