Maybe teens who need the extra sleep can get a note from their doctor and have a "study hall" type class first period that they can miss every day.

Not anywhere close. The topic will be put to rest before it ever gets that close. The school board and staff are quickly taking care of this closure.

Yes. The important thing is that this issue is being taken care of! People are finally waking up.

SLEEP is stating that they are not behind this current proposal NOW because the smartest way for them to keep this on the table is to say they agree with the majority that this proposal (that mind you they were very involved in getting formed) is bad.

They sat at our meeting (Rocky Run) taking notes and video taping on what the opposition did not like and how the board members phrased their questions then put them (teh negative issues that came up) on their website saying that is the problem they have with it.

Meanwhile the have boad members like Horne and Moon in their back pocket (google their campaign info and you will see they were supporters of SLEEP back at election time too). So they back off and come up with another line of attack. These SLEEP people are not dumb and they have no problem lying to anyone's face to get them to support their view. I watched several back track at the meeting when a supervisor or transportation person or someone further aware of the research confronted them with factual info.

The thing that makes me the maddest (because this is not going to pass currently) is that it won't be put to bed. Some of the board members are sick of it as well I heard one say - it is like kicking a dead horse. Really this needs to be put to bed - it is a waste of time and money when this county and school system has far more serious financial cuts that will impact more then this select group of teens and parents.

I agree with LAM 100%. Everyone who opposed SLEEP and this joke of a bell schedule needs to keep up the pressure on the school board to finally throw the dead horse into the dumpster.

In a perfect world, it would be great to give high schoolers a later start time - but it is causing too much disruption and divisiveness amongst parents, teachers, different age/grade levels of students, athletic groups, etc. It's time for FCPS to refocus the energies and costs of creating a new bell schedule back to finding increased efficiencies with the schedules we currently have.

Although this new schedule may help high schoolers, it will be completely miserable for middle and elementary school kids - elementary schoolers up at the crack of dawn and middle schoolers staying up late at night. Also, what about SACC???? Since it's illegal to leave the kids out alone (which, by the way, they won't be, because of the other kids and parnets at the bus stop) there has to be a before and after school child care program. However, if school starts at 7:50 for elementary schools, the SACC program would begin miserably early!! Parents, students and other people, please speak out with me in arguing against the completely unnecassary start time changing. I am a middle school student and I, for one, do NOT want school to end at 4:30. I really hope that i have made myself clear. Thank you!

A Real Student you bring up good points. The real problem for SACC is they currently have a waiting list of 4,000 county wide. Between the wide range of elementary start times and the fact that the centers are limited by firecodes on their capacity - this current propsal will do a number to SACC as well as all the private child care centers and home providers. There will also be a influx in calls to Child Protective Students on kids who are not being supervised. These issues have been brought up to SLEEP and of course they say it just needs some creative solutions - maybe if they worked on all of the problems with a change in the bell schedule and then came back with the solutions to all the issues (oh say 10 years or so) then we'd be apt to listening to them more - but reality is until the school board says Enough! then they won't stop. It is like parenting a two year old who thinks if they whine long enough in a grocery store the mom will give them candy - the board needs to say no and mean it.

SLEEP is a joke. Check out their webpage and view their statement on iteration 3 of the proposed schedule . . .
http://sleepinfairfax.org/

Then look at the press release they put out back on January 5th . . .
http://sleepinfairfax.org/docs/PressRelease_I-3_FINAL_01-05-09.doc

Is it possible that SLEEP could be any more hypocritical? They have done a complete 180 to save face and try to keep the start-time discussion going.

E-mail your school board member. Let them know it is time not only to put iteration 3 to bed, it's time to put the whole later start time discussion to bed.

Annoyed Teacher,

I just read the links above. Yes, ITA, very contradictory of the SLEEP folks to do this. What is a feasible solution for everybody here affected by the proposed bell schedule? We don't have enough funds to buy buses enough to bus students at all level of public schools unless the Langley clan can help out since their proposed bell time is later than anyone else! The other solution is to plug a pacifier to this SLEEP thing. Too controversial to really get this resolved.

. . . and SLEEP looks like a big ball o' stupid.

Not only were all stakeholders strongly opposed to the schedule, here are my favorites:

-About 2/3rds of all parents and all students who responded said the current schedule either "worked well" or "worked very well"
-Just shy of 3/4ths of all staff and community members who responded said the current schedule either "worked well" or "worked very well"

Down with SLEEP and down with all "changes in the start time" chatter!

Hahahahaha!
They don't care what we think! Each year there are 15,000 applications for 1500 available positions. They are cutting positions this year, and will likely have minimal, if any, hiring.

If any teachers don't like what the school board and superintendent choose to do, we are free to work anywhere else. No, this measure will fail because parents overwhelmingly don't support the proposal (at least those responding to online survey and those who attending dialogues). Same reason it got started to begin with--parents advocated for a change.

This thing is not dead and if you look at the SLEEP web site they are calling for the board to start new studies on the impact of athletics. And a couple of board members at the work session were calling for more studies as well. I find that insulting at a time when they are asking us to be prepared for cuts in programs, larger classes, no raises for our teachers, and a myraid of other cuts with our tight budget. If you really want this thing dead you need to still write all the board members and tell them to focus on reall issues that impact all of us and not this pitiful attempt at SLEEP to keep this going.

From the Post:

Other board members suggested ways to chip away at problems in a system that was called at times "abominable" or "uncivilized" and requires some students to be at bus stops at 5:45 a.m.
----------------------------------------------------------------------------------
1. Who is at the bus stop at 5:45?
2. What school do they go to?
3. Is there a school closer to them than the one they are bussed to?

That would be very odd to be at the bus stop almost 2 hrs. before school starts. Is there a special circumstance that would cause this to happen?

You have good questions. Someone needs to ask the School Transportation where is this 5:45 am bus stop from and why so early. I agree this is quite odd. Transportation better discloses this information if somebody inquires this since it was published from the Post.

My first pick-up is 6:15. But 5:45 would not be 2 hours before school starts, it would be 1hour 15 minutes. We try to get them there by 7:00.

While I don't know specifically of any runs that starts at 5:45, I can imagine that some do. Especially in areas like Great Falls and Clifton. Those runs are long and time consuming because the stops are mostly individual houses and there can be 20+ stops. People here have complained about Langley's borders that have some kids traveling 14 miles to school. It takes a while to go 14 miles during rush hour.

Plus, it can take 15-20 minutes or more just to get into the school and drop the students, what with all the Kiss & Riders and student cars, etc. And it's much worse when it's raining. So, yeah, I can see 1 hour & 15 minutes on some runs.

I received an email reply from Phillip Niedzielski-Eichner--in reply to an email I sent a month ago opposing the proposal. He is proposing to gradually change over a period of 5 years so that it doesn't seem as drastic as the proposal to do it all at once.

What kind of action will it take in order to gradually change the bell schedule? Why a 5 years period, I wonder?

This is the entire text of the email that he sent:

"Thank you for writing to me about the proposed change in the bell schedule for elementary, middle and high schools. I have valued greatly the feedback I have received over the last couple of months on this complex matter. The detailed explanation I received from many of you in support or opposition to the change have been impressive, and in many cases, moving. I have waited to respond back to you until after receiving the results of our community outreach efforts and after a chance for the SB to discuss the information in a work session, which occurred on Monday. I will join what I believe will be the SB majority to oppose the proposed change in the bell schedule, known as "Iteration 3." I have, however, put forward to my SB colleagues a draft substitute motion that advocates for “optimizing” our transportation routes over an extended five-year period of time so that pick-up times are not too early and drop-off times are not too late and any change is incremental and not abrupt. I may or may not gain majority support for this idea."

CAN'T HELP BUT THINK THAT THE SB IS ENTERTAINING THIS AMENDMENT SIMPLY TO GET THEM THROUGH THE NEXT ROUND OF SB ELECTIONS. CAN YOU IMAGINE THE IMPACT ON THE COMMUNITY IF THIS DRAGS ON FOR 5 YEARS?

The school board will vote this Thursday on the late bell proposal.

Supporters of the proposal continue to advocate VERY STRONGLY that
"the majority of people want a later schedule."

Many board members -- possibly a majority -- also FIRMLY believe this position.

There's one proposed amendment that addresses transportation issues
("reasonable" pick-up and drop-off times) but also allows the board to
change school start and end times. This amendment bypasses the
recommendations of the Transportation Task Force by introducing
totally new suggestions that haven't been studied by the community.
It provides few details (what will those cut-off times be and WHO will
decide?) Will MORE money, time & energy be spent on studying this
issue? Or, perhaps worse, will the School Board ignore community input
and their own Task Force by approving a new, un-vetted solution?

It also continues to combine two separate issues: finding
transportation efficiencies AND pushing for later start times as one
bundled issue. In this economic climate, it is time to separate these
two issues so the Board can concentrate on cost-cutting. (Even in the
most recent proposal, implementing a late-bell schedule COSTS money.)

You can find more details about the amendment on the WAKE web site:

http://wakefairfax.googlepages.com/pneamendmentnotes.pdf

The issue has been studied for over 10 years. A strong majority of
students, parents, and employees just gave the Board overwhelming
feedback that they are satisfied with the current schedules and that
changing schedules introduces costs and hardships. (Check out the
"Task Force Statements" on the web site.)

Supporters of changing the schedule believe that the only solution to
improve the health and well-being of our teen students is to change
the school schedule. Other research on sleep, mental health, and teen
driving suggest that there are other options out there to protect and
improve the well-being of our teens.

So, please communicate with the school board. If you think that the
Board should still continue to work for later start times, then you
can let them know they're on the right track. If you think that the
board should NOT continue to work for later start times, they need to
hear from you.

THIS ISSUE AND, GOD FORBID, THIS THREAD, COULD DRAG ON FOR YEARS. THE SCHOOL BOARD VOTES TODAY.

Troubling amendments posted on FCPS web site on agenda for Thursday, March 19. References to imposing "reasonable" pick-up and drop-off times, and "age-appropriate" start times with no mention of WHO decides what's reasonable and age-appropriate, or HOW those things will be decided. (SLEEP supporters may disagree with education professionals, for example, on what qualifies as an 'age-appropriate' start time.) The restriction "for the 2009-2010 school year" is added to the motion so that it reads “I move to reject the proposed bell schedule (known as Iteration 3) and confirm the existing structure for the 2009-2010 school year.” Doesn't confirming the structure for just one school year open the door for future changes? Read an opinion submitted by email about the amendments and the vote on Thursday.

It doesn't look like it's over. In the link to the Washington Post article that Annoyed Teacher posted, it says,

"But new schedules may still be coming for thousands of families. To save money in a tight budget year, transportation officials are developing another plan that would keep high school schedules intact but shift bell times and bus routes for many elementary and middle schools."

And they will come out with a proposal next month.

What a waste of money to continue dragging this out.

The county adjusts start times of various schools every year. This is no surprise or big deal and should be expected, especially if they are loooking to save some transportation costs (we'll see). But regardless the SLEEP project is dead. Sandy and Phyllis can go back to Bikini Bottom and maybe resurface when the next board is elected.

I'm a student at Chantilly High School and I and many other students do not support the change in start times. This is an issue that mainly effects the students so why hasn't anyone asked the students their oppinions yet? The only way for us to get more sleep is to assign less homework, I'm not lazy but that is just a fact. Their is more to success than high GPA's.

2011...Funny! This has been a topic for over five years. How much money has been wasted by the school system considering this for 5+ years?

Unknown, but they're sure to spend even more as this debate goes around and around.

Here's an idea. Have the kids actually go to sleep at night at a decent time and then you won't have to worry about it. Take their phones away at night at a decent time and they won't be up til all hours texting. Maybe then they'll go to sleep. There, problem solved.

Will happen. Not enough community input against it. The activists want the 9:15 and they will get it. Sports and other practices will run past dark. Supt has mandated no morning practice at all. Commutes for employees will be wretched from PW and Loudoun Co. Traffic will be horrendous.

Well, then it's time to make sure there's lighting on all those turf fields. Let's see, the fields were $36,000,000, so the lighting's going to be what? $50,000,000?

Maybe they can get the lighting done by the same contractor that did the speaker wiring for Silver Line stations.

I used to be all for earlier start times, but looking back I see how much I regret that position. I live in an area that has a plethora of sights, sounds, activities, all of which I can only take advantage of on the coveted weekends because of our 7:20 start time. Many of my friends will attend evening dinners and karaoke, all of which make me exhausted if I choose to attend. Pushing the start time back even one hour would be beneficial for people who can still take advantage of all this great area has to offer and be able to give back to the community without feeling trapped because of ridiculous start times.
