Moped Titling and Licensing Starting July 1st 2014!

I'm glad to see the laws change to get some of these nuisances off of the road.

They still don't require insurance. If one of these fools hit you, your only recourse is selling the gallon of gas in their tank - and their shoes if there isn't too much blood on them.

They can still ride around unlicensed if they stay under 25mph, but nobody got time for that. Cops can follow them until the go downhill somewhere. Can't a bicycle exceed 25mph downhill? I hope they don't try going down a 45mph road in rush hour.

Get ready for the glut of impounded scooters being sold at auction.

Since we know that the vast majority of the drivers of mopeds are illegal they should add a zero or two to the registation fee to cover all the things they don't pay for like taxes, health care etc.

Hell yea Ive had my bike up to 45 mph down hill on county roads. Any serious cyclist will exceed 25 mph down a sustained hill.

From the OP link:
"If a moped is operated in excess of 35 mph, it is considered a motorcycle. You would be required to comply with all vehicle registration, insurance and inspection requirements, and driver licensing laws."

I wish I was wrong and you were right. Requiring insurance would be another burden that could keep those fucks off of the road.

Maximum speed of 25mph - Just carry ID. No license or insurance required.

26mph to 35mph - Get a title and registration for the vehicle, still just need to carry ID - no license or insurance required.

Above 35mph - Everything required like a car or motorcycle including license and insurance.

It opens the door to mopeds also needing insurance and inspection, and to having bicycles titled/registered/insured in Virginia. Bicycles use the road (share the tax burden), can cause death or injuries to rider or pedestrian (public safety), may be used as a getaway vehicle (crime), could be better tracked if stolen (we're just trying to help you), and the rider better identified in case of injury if the bike is registered (again, for your benefit). These are all reasons given for requiring registration for mopeds, and they apply to bicycles also. But there are more bicyclists than moped riders, and they come from all socioeconomic levels, so they have more clout to prevent such an overbearing law from passing.

Really it's about power, revenue, and keeping tabs on people. Right now VA has no idea how many scoots are out there, and doesn't like that. The registration will be yearly and cost over $20, for poor people and students who make up a large portion of the moped ridership. There are already laws on the books that prohibit drunkards with suspended/revoked DLs from piloting a scoot, and none of the other reasons hold water either. I.D. cards are already required when riding a moped, which would better identify the actual rider than the plates. The number of people injured by an errant moped or property damage incurred by one must be slim to none, and a moped is a very poor choice as a getaway vehicle. A dirt bike or bicycle would be much better. Politically, it's a safe bet for lawmakers to legislate in the name of public safety. And pols never miss an opportunity to generate revenue. I guess we should be glad you don't need a permit and pay a fee to walk on the sidewalk.
