In Fairfax, housing-code complaints stir up tensions as some immigrants feel targeted

Increased vigilance in Fairfax County over housing-code violations is stirring uneasy tension in some neighborhoods where residents — often recently arrived immigrants — are crowding into single-family houses or running unlicensed businesses from their back yards.

...

About two-thirds of the complaints end with a finding of a code violation.

...

Mohammed J. Abdlazez was less charitable about the eight inspections conducted at his house since 2009. County officials were called about the used-car business that Abdlazez, an immigrant from Jordan, conducts from his front yard. He openly admits the business is unlicensed, but he does not understand what the fuss is about.

This is an outrage! Immigrants should NOT have to follow our laws. We must respect their culture and allow them to dictate whatever they want! Laws are meant only to harass taxpaying citizens!

We're about 2 years away from seeing chickens and goats in the front yards of McMansions throughout the county.

I remember seeing this news clip about a cantina being run out of a home in mason district: http://www.nbcwashington.com/news/weird/Virginia-Woman-Accused-of-Running-Cantina-Out-of-Her-Home-232937451.htm

Neighbors reported the violations at this house for nearly a year before anything was done. Fairfax County Dept of Code Compliance went out and determined that the neighbors' repeated complaints were unfounded just a few months before it was finally busted:

1) A system of anonymous complaints will always have problems like this. Plus, there is a clear potential for abuse.

2) The used car guy has a point, if this stuff is such a big deal, why don't they go door to door?

3) Some clever person is going to file a civil rights lawsuit about this that will bankrupt the county.

What's the method for submitting an anonymous tip?

There's one trouble house in the neighborhood with at least four families living in it, cars on cinder blocks, trash, noise - the works.

I fail to understand this logic. Even with lax investigation procedures they are admitting about 70% of the complaints are legit - a zoning violation has occurred. I strongly suspect the real number of legit complaints is much higher. Explain the potential for abuse. FC investigators fall all over themselves to be politically correct and not offend/find anything. Also the flawed argument that unless ALL violations are caught NONE should be enforced. That doesn't make sense.

The post is such an piece of shit organization nowadays, siding with the bums who are violating the zoning laws and implying that anyone trying to improve their neighborhood is racist. That's how they view the suburbs.

Meanwhile all their employees are moving into the trendy sections of DC and pushing the residents out, that is acceptable urban renewal.

Can't wait until the Post finally goes bankrupt, or at least that Amazon guy cleans house.

Let's say I don't like my neighbor. I call Code Enforcement on him. I say he asked me over to help him move something and he's like a hoarder.

They will come out. They may not find hoarding but they may find something else. He has to deal with that.

If you look at the complaints, they often say that. It will say "no basis found" but then a citation for something else.

So in about three months I call on the neighbor about something else. A dog he does not have or something. Or I say there are many cars now. Just anything.

Now that you can do this over the web, you can send in complaints and they don't know who is sending them. But they do go out.

That's all you got? That could be done at any time and any place and in any type of neighbourhood in the last 50 years. The article is about housing code violations. What ever happened to the mantra that if you have done nothing wrong you shouldn't worry about the Police State? If you don't have any zoning violations I guess you shouldn't worry about a visit. If they find something unrelated to the original complaint I guess you got caught.

Look up the Department of Code Enforcement. They enforce all kinds of things. The HOA from hell.

They go after you for yard sales-how do you PROVE to them you only have 2 a year?

They go after you if you work on your car on your property.

This is all about people using the County to get revenge. It is about the County going after ethnic groups it does not like. Heaven forbid a Spanish or Asian person would get elected to the Board of Supervisors. Penny Gross likes her job and gets upset when people question her.

Yes, they call it hoarding. If you don't clean it up they evict you and condemn your house. Google it. A lady who worked at Craven's nursery and her elderly mom ended up homeless over it.

They send out a crew of nonviolent offenders and some dumpsters. They clean it for you and send you the bill. If you don't pay, they use eminent domain to sell your house to get the fees back.

They don't just target minorities. They target the elderly and disabled as well.

Welcome to Fairfax, police state in training.

How many Asians, Hispanics, Middle Easterners do YOU see in leadership positions in the County? This is a way to keep them from assuming power.

Not a heck of a lot. But what does that have to do with anything? Who is the "County" that is "going after" these ethnic groups. Is the "County" an inanimate object? Oh, did you notice the Chairman of the Fairfax County School Board is Asian?

The Asians are actually the majority when it comes to recent franchise openings in northern VA. It doesn't seem like anyone is holding the power back from them. If their business takes off, then they and their families will do well. If their business doesn't do well (Quiznos) then they'll suffer a minor setback.

And if some county employee is dumb enough to write what you just wrote, jihadist, this is all over. The Jordanian guy will get a lawyer to get the county's emails and then Blackford can try and explain why they think the guy is a jihadist.

The guy doesn't have to sell cars any more, but they might have to rent out rooms in Government Center to pay the court award.

This is government intrusion and a way to harass people. Did they ask the voters and taxpayers about this? No, just like how Sharon Bulova is "advertising" a higher tax rate right now!!!

What in any comment above or in the article itself would lead anyone to believe that the county and/or the county employees are doing anything other than responding to citizen complaints? That's their job and what the taxpayers are paying them to do.

If you don't like the current zoning regulations find support to get them changed.

So what do you suggest?

Let the boarding houses just be? Let people run used car lots out of their homes?

Try living next to that mess, its not fun.

Not being able to park in front of your own home, construction vans in and out all day.

Luckily I don't have to deal with it anymore thanks to the swift action the county took after I made a complaint.

This has nothing to do with being anti-immigrant. The problem has been that too many people for too long have felt entitled to move into single family neighborhoods and do whatever the hell they wanted, rather than conform to the rules. Now finally people are starting to be held accountable for their actions and they don't like it. TOUGH.

In any bureaucracy there will be some petty functionaries who abuse the authority granted to them, causing miscarriages of justice. I have no doubt you can find someone like this in Code Compliance just as you can in the police departments, the IRS etc. One reason we have courts is to deal with these people. The fact there are occasional abuses does not mean the idea of having rules and enforcing them is wrong.

I hate to say it but if you want to live in an area where you can do whatever the hell you want on your property, THEN DON'T LIVE IN FAIRFAX. There have been zoning, building and other rules governing what you can and cannot do on your property, man of which have been on the books for decades. If we didn't want them there, we have had plenty of opportunities to vote out the politicians who support them. If constituants were not pressing our elected representatives to step up enforcement of those rules, we would not have Code Compliance taking those efforts today.

Please show that "constituents" asked for Code Compliance. It is something the Board of Supervisors came up with. Had this been put on the ballot, it never would have passed.

While you are at it, take a look at the MASSIVE funding increase they are seeking.

Virginia has a very strong concept of sovereign immunity. In other words, suing Code Compliance for targeting you because you are Hispanic or Middle Eastern is real hard.

So, no, the courts won't do you much good.

Just because you never saw it does not mean it didn't happen. I can tell you that for years when our supervisor would come to civic association meetings one of the points that would regularly be raised were requests that Fairfax step up enforcement of rules against rooming houses and unpermitted additions and additions. This probably goes back to 2005-6. At the last meeting the complaints were not that Code Compliance was too aggressive, but rather was that they still were not aggressive enough.

I've talked to friends in other neighborhoods and many say similar things have occurred in their neighborhoods. The ones who don't live in neighborhoods with mandatory HOAs that have been doing their own policing. Now this is central county west of the beltway, so perhaps where you are the sentiments are different.

Fairfax is exerting more and more authority over its residents. If this were done drastically, people would rebel. First it is car tax. Then it is a slight bump in taxes. Next, a zoning code, followed by a zoning enforcement office. Suddenly, the zoning office has the power to conduct warrantless searches and arrest people.

Fairfax government took the minor annoyance of some used cars or a messy yard and turned it into a tool of oppression.

The Code Enforcement department has a video on you tube. Some guy peeking through his blinds. The guy calls and says in a concerned voice "I want to make an official complaint" (wooooo). Then carloads of county officials descend on the neighbor.

The video looks like it cost 30 cents to make, but this being Fairfax we got off cheap if it was even 30,000 dollars. Is there no end to the waste here?
