How do you keep people from letting there dogs poop in your lawn! Don't know who is doing it, but when I find you it won't be nice.

Do they clean it up or just leave it?
If they clean it up each time then just let it go. If they don't then yes, that's a problem.

Fairfax County actually has a "Pooper Scooper" ordinance (Section 41.1-2-6. Animals causing unsanitary conditions. http://library.municode.com/HTML/10051/level3/FACOCO_CH41.1ANCOCA_ART2ANCORACO.html#FACOCO_CH41.1ANCOCA_ART2ANCORACO_S41.1-2-6ANCAUNCO)
However, they haven't written a ticket since 1999, so it's basically unenforced.
Your only recourse is to put up a fence.
