Question about driving laws in VA

Last week I meet this girl online. I drove down to Richmond visit her. she told me she can't drive in the highway alone. how can that be true? she 30 years old and she wasn't that crazy. anyone know id she making this shit up cause she doesn't want to drive to see me?

Or maybe she does not have a license yet? Maybe she only has a leaners permit. It is rare but there are some adults that do not have a drivers license even at the age of 30.

Or then again maybe she is just bat shit crazy.
