Correct. The make sure they are fixed and release them back where they found it, which is the right thing to do.
In Arlington, because Arlington's Animal Welfare League by law cannot pick up cats outside, the AWL informs the community to approach strange cats outside, grab the cat, and take the cat to the AWL or call the AWL for pick up. Remember, by law, the AWL cannot pick up cats outside. They can pick up cats if you capture the cat, and call them for a pick up, and they can receives cats if you bring them in, but they can't pick up cats that are outdoors. They don't release the cats after inspection like Fairfax does.
Cats are, by nature, outside animals, and Arlington and Fairfax laws respect that distinction over dogs.
BY the way, take the cat back to where you found it. It will find its way home. If it didn't tell you it was lost, it probably wasn't lost.
