Silver Line fate to be decided Monday

WASHINGTON -- The future of the Silver Line and the date the delayed Metro line will finally open to passengers could become clearer Monday.

The Silver Line was supposed to open before the end of 2013, but problems with the automatic train control system forced a delay while engineers figured out the problem.

The contractor on the first phase, through Tysons to Reston, notified the Metropolitan Washington Airports Authority on Feb. 7 that work on the project had been finished. MWAA has 15 calendar days to inspect the work and decide whether it is complete and safe. But since Feb. 22 falls on a Saturday, MWAA will make its formal decision on Monday, Feb. 24, says Pat Nowakowski, executive director of the Dulles Metrorail Project.

If MWAA certifies the Silver Line, then it would quickly be be turned over to Metro for additional testing. But the transition may not be instantaneous.

"ORD stands for Operational Readiness Date, it is the date on which WMATA determines that the project has achieved a level of completion that is sufficient for WMATA to perform their Operational Readiness Testing. There is no direct correlation between the contractor's achievement of substantial completion and WMATA's ORD, but the parties have worked very hard to have the two events occur simultaneously if possible. The final determination, however, is WMATA's decision," says Nowakowski.

Metro spokesman Dan Stessel declined to comment about the Silver Line, asking WTOP to come back to him after Metro accepts the project and begins testing.

But Fairfax County Supervisor and Metro board member Cathy Hudgins admits she's anxiously awaiting Monday's results.

"It's with bated breath because we know when MWAA gives its go-ahead, it still needs time to wait here at WMATA to go through the process and do our due diligence," she says.

Metro has set a 90-day window for testing, although Hudgins says she hopes that the delays have allowed Metro to coordinate to the point that some days could be shed off. With no interruptions, service could begin in June. But Hudgins doesn't want to set a target date.

"I won't tell a date for a very clear reason -- a date means that something might happen and if it doesn't, there's something harshly wrong," she says.

Nonetheless, Hudgins says she would be "very disappointed" if rail service on the Silver Line didn't begin before the end of this summer.

So actually, "the fate of the Silver line" is not even involved here. Monday is the merely date planned for checkoff of one among hundreds of milestones from an MS Project timeline. Ignorant media misrepresent the facts and the general public is too freaking ignorant to recognize the problem.

The fate of the Silverline has not been decided. It still has to be reviewed and tested by Metro before it's accepted. Metro doesn't accept everything you know. Remember the Silver Spring metro center?

Worthless piece of shit silver line. Even when it eventually reaches IAD in 2045, it will make almost two dozen stops between the airport and DC. Meanwhile, other cities around the world are literally speeding towards the 22nd century and already offer high speed (almost 200 mph) trains between their stunning showcase airports and their downtown core.

Sources tell WTOP that the Metropolitan Washington Airports Authority (MWAA) will announce on Monday that it does not consider the Silver Line complete, citing issues with the automatic train control circuitry and other new issues. The contractor building the Silver Line told MWAA on Feb. 7 that it believed the project was complete. MWAA had 15 days to inspect the work and decide whether it agreed that the tracks could be turned over to Metro.

The automatic train control circuits and other electronic signal issues were behind a delay announced late last year that caused the project to be delayed into 2014. Originally, MWAA and Metro hoped the Silver Line would open to passengers in late December 2013, although WTOP reported last June that such a launch would not happen.

Circuit and signal issues are troubling because those components were cited as causes of the deadly 2009 Metro crash outside Ft. Totten, which killed nine people. Metro shut down automatic train operation afterwards and trains still run in manual mode, which is a subset of the automatic train control system.

Sources tell WTOP that MWAA's decision will delay the project at least three weeks, if not longer. Once MWAA does agree the project is complete, it will turn over the Silver Line to Metro for another 90 days of testing.

While no firm deadline is set for a grand opening, the delay means the Silver Line will not likely open until at least July 2014.

On Thursday, Fairfax County Supervisor Cathy Hudgins told WTOP that she would be very disappointed if the Silver Line did not open before the end of the summer.

Metro loses about $2 million each month the Silver Line is not open.

Yeah, lots of misunderstanding here. It's fate was determined long ago when they decided to fund/begin the project. What we're seeing here is a process taking longer than it should because fuck everyone involved with Metro.

At this point nobody is talking about dynamiting the work that has been done. What we are talking about whether up and running train service to Tysons Corner is right around the corner, is going to take a little longer than that or whether there will be significant delays.

I heard on the radio this morning that there are still mechanical issues with the new silver line they need to work out. Much of it they blame on the different technologies being used (old technology of the Orange Line versus the more modern technology being used for the Silver Line).
