‘Hybrid Tax’ Headed For Repeal

Virginia’s annual hybrid car tax, one of the most disliked pieces of last year’s landmark transportation funding package, appears to be on its way out.
Both chambers of the General Assembly have passed a bill introduced by Del. Tom Rust (R-86) that repeals the $64 annual tax for owners of hybrid and electric vehicles. The legislation, HB975, passed in the House by an 89-9 vote Jan. 23 and it passed in the Senate 37-1 last Thursday.
The tax was introduced last year as a way to ensure all drivers pay their share of the cost for building and maintaining Virginia’s roads, which is paid for in part through taxes on gasoline. Repealing the tax would reduce the revenue of the $6 billion transportation funding package by about $11 million.
A similar bill originating in the Senate, SB127, is awaiting a vote in the House. Both chambers would have to pass the other chamber’s bill for the tax to be repealed. Gov. Terry McAuliffe has said he supports repealing the tax and is expected to sign the final legislation.
